Job Summary: 

Renders direct assistance to City's Procurement and Compliance staff, applying knowledge of law and legal procedures in drafting and reviewing documents, researching statutes and procurement law.

Essential Functions:

  • Responds to routine legal issues
  • Drafts ordinances, resolutions, and procurement contracts
  • Acts as liaison between Legal department and Purchasing department
  • Assists with reviewing contract documents for completeness prior to final award and contract execution
  • Assists Contract Administration Supervisor with maintaining City's contract management software and contract reporting
  • Assists in gathering and preparing information and responses for public information requests
  • Performs legal research, review and study of ordinances, statutes, policies and procedures and other law Works with all levels of City management, collects contract documents and supporting documentation as needed from City departments
  • Communicates well-defined legal interpretations and legal requirements to City personnel and citizens
  • Drafts complex legal documents and correspondence into final form
  • Maintains confidentiality of protected communications and documents
  • Ability to get along with customers and co-workers
  • Regular and punctual attendance

Requirements or Qualifications: 
*Completion of a paralegal program approved by the State Bar of Texas, or an Associate's Degree in paralegal studies plus 3 years of progressively responsible experience in a law office, preferably in a city attorney's office. OR *High School Diploma or GED equivalency with 5 or more years progressively responsible experience in an law office, preferably in an attorney's office with the requirement that incumbent will complete an approved paralegal program within 3 years. Core Competencies: *Ability to communicate effectively both verbally and in writing; including composing and constructing routine correspondence and contract documents. *Ability to form and maintain effective relationships with coworkers and customers. *Ability to meet and manage multiple deadlines that are strict and inflexible, while multitasking, prioritizing, and giving a high attention to detail. *Ability to exercise a high degree of good judgment and discretion both inside and outside the office, to avoid situations that would reflect badly on the City, distract from its mission, or imply endorsement of personal views by the City. *Highly proficient with Microsoft Word, including ability to use and correctly format footnotes, tables of authority, tables of contents, styles, word counts, and thesaurus. *Highly proficient with Microsoft Outlook, including ability to email; calendaring; setting appointments for people and rooms; sharing folders and calendars; searching for people and key words. *Highly proficient in Computer Assisted Legal Research (CALR), using either Westlaw or Lexis. *General knowledge of laws and regulations affecting municipalities, such as Public Information Act, Tort Claims Act, Public Property Finance Act, civil service laws, etc. *Strong working knowledge of Texas and Federal rules of civil and appellate procedure; local rules for Denton County courts and US District Courts for East. Conditions of Employment: *Must obtain the National Association of Legal Assistants' Paralegal Certification within three years of employment. *Notary Public license within six months of employment. *Must have a valid Class "C" Driver's License prior to employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law). *Must pass a drug test, driver's license check, criminal history background check, and social security number verification check.
